Is it possilbe????

about 4 years ago we had a horse go blind, and we never had time to spend with him b/c of the rodeos, so we sent him to the human ociation to make sure he had a good home. but now the people who have him arent taking care of him, hes in a stall all day, it rarely gets cleaned plus there are almost 12 other horses on a 1 acer lot, thats including the barn. we signed off ownership when he leff the human ociation. is there any way that we can get him back?
