Spanish help. Present progressive verbs.?

Both sentences are right. As you should know, in Spanish the pronoun "it" doesn't exist. Because of that, we can use those verbal forms. Your teacher is right: "llueve" could be interpreted as "it's raining" as well as "neva" could be interpreted as "it's snowing". It's a little hard to explain, we just don't need pronouns all the time.
