Who said this quote: "Knowing is not enough; we must apply. Willing is not enough; we must do."?

Some sources say it was Johann Wolfgang von Goethe and some Leonardo da Vinci. Da vinci was obviously around before von Goethe, so that might mean he was quoted by him. One site even says it was Bruce Lee. Anyone know for sure?
