What are OKC's laws on small dogs in public places when leased and in a tote?

I have a sweet three pound pin pin/chi who i take everywhere with me. She has a small tote that she is usually in. I have never had any problems taking her into grocery stores, malls,wal-mart ect but tonight when I needed to run to walmart for something I was rudely told by a greeter she was not allowed. I said that I bring her in at least once a week and I have never had a problem and she just got snotty with me and said they were not allowed because if an inspector was to see her they would be sued. I am not finding any information on local laws about animals and I was wondering if anyone could help. Thanks
