Why isn't unbeaten Kansas going to be ranked #1?

I have a hard time understanding why one-loss teams from the Pac-10 and SEC are expected to rank higher than an unbeaten Big-12 team? With OU, Kansas, & Missouri expected to rise to 3, 4, & 5 in the BCS rankings, Big-12 will have more teams in the top 5 than the Pac-10 or SEC will have in the top 10. Nobody seemed to mind then-undefeated Ohio State, from the (laughable) Big Ten Conference, being ranked #1 . It should follow that an undefeated Kansas, from the conference that boasts 3 of the top 5 teams, should be ranked #1 ahead of Oregon and LSU.
